Floppies are still used in Air Force nuclear silos (because they are unhackable),some ATMs, and aviation equipment - among other uses where the older technology works so replacing it is unnecessary.

Have to say that the idea that technology in Eastern Europe wouldn't be on par with the US is ridiculous, just look how easily they hacked your system. ALso, few countries apart from the US are still using ancient things such as cheques, they have way more advanced technologies for that.
