Flies are Diptera, meaning they have two wings. This looks like someone from Hymenoptera. If you actually looked at one and thought it was a house fly but it had four wings, that might be a sweat bee (helictidae)? Great perspective!

I thought this WAS a bee - perhaps subconsciously because of the four wings. I do watch bees a lot more and lot more happily than I watch flies. I generally watch flies only so as to swat them, but I enjoy seeing different kinds of bees on my flowers.
