Precisely.
When I saw Paul_Oliver's comment I was momentarily confused, until I read it again and confirmed that actually he was. I don't know how anyone can not realize that the outfits, makeup, etc. of Harley Quinn are always a whacked out version of the more traditional court jester/joker image.
Or perhaps it's worse yet, and now the first thing we think of when we see the word joker is the comic book character, and not the iconic court jester image - at least for anyone too young to have ever seen one of the Joker's Wild game shows. :)
