A difficult puzzle, which I couldn't solve without a bit if guesswork and 'cheating'. I'm not convinced it's solvable with just the arithmetic. I hope you do better!

There was one puzzle that I doubted could be solved. I returned to it after a week or two, started over, and I did solve it. This site claims that every puzzle that they publish is solvable, and I believe them now. And yes, this one is solvable. Good luck.
