Fun fact:
The tail cone actually means it's a non-operation flight. A shuttle in-use wouldn't have that cone as it covers its engines.
This cone would only be used to improve it's brick-like aerodynamics while transporting the shuttle, as well as in the initial unpowered flight tests of the Enterprise.
