Would never be able to tell what image is w/o knowing the title

Took me forever to see it but the top bit is her hair, she is facing left

Strange to me, all the people who can't see it or it's a terrible image. It's quite reminiscent of images of Cinderella running away from the castle as midnight chimes.
Just below the head/hair there's an outline of her bust to the left and a curve on the right that I think is meant to be a bit of her arm (curved like the textbook woman running in a ballgown pose).
And everything below line 10 is the skirt of this voluminous ballgown. Given the way it flares in small tufts at the edges, I think the underskirt is implied to be made out of something like tulle or feathers. Although, it might be silk/satin fashioned in cascading layers like Giselle's wedding dress from the movie "Enchanted.
The author deserves kudos. Given the scale they chose, this is quite a lovely silhouette and is itself enchanting. :)
