If he lives at 51, his neighbour might be at 53 or 49, but wouldn't have a "1". Maybe he lives at 152, and his neighbour at 150 (given that a "0" seems also to be involved). Or maybe he lives at 49, his neighbour at 51, and he plans to fence the digits.

In the UK, a neighbour is not limited to only the people who live next door.
Rather, it extends to the neighbourhood (as long as you acknowledge them as you pass).
If I lived at 51, I would still consider someone living at 151 as a neighbour (as long as they would lend me £10,000 if I was a bit short).

That's the same everywhere. I assumed that if he were going to a neighbour other than and adjacent one, he would walk along the street to get there, not crawl under fences.
