Someone speaking russian here: I'm guessing the correct word is chili (чили) not pepper (перец), so by removing 1st and last 2 letters (as shown by those tick marks above and below it) you're left with a "i" ("и"). Could, of course, be the "ер" remaining, but I feel like chili's more likely candidate.

Thus it's likely just a part of a rebus series where you need to do multiple puzzles in order to get the answer

English variant title might be "hot pepperonis", i.e. hot pepper on "e"s? It's a little weak... like that jalapeño to a ghost pepper eater!

It was so obviously an umbrella that I didn't consider any other possibilities until reading the comments. It clearly makes a much better pepper than brolly or bumbershoot.
