I think it's a woman's head, half-hidden behind the moon. The black part is the face, the white - her hair, there's one eye and a part of the mouth.

My best guess is it's either supposed to be a reflection of a girl looking at the moon through a window, or some artistic take on the "man in the moon" concept.
