I don’t know if it’s racist or not, but personally I’m not seeing anything that marks these eyes as being from anywhere in particular.

Always give the creator the benefit of the doubt. Also, translations are often odd. Even after I knew what it was, it was still unsymmetrical enough to be enjoyable.
