Solved but not solved...

I think I know what it means. ЁМ is under Ъ. The Russian word for "under" is ПОД (sounds like "pod")
So we get ПОД Ъ ЁМ, the word ПОДЪЁМ. It's something like WAKE UP!

maybe it's "Wake Up Russia - what you are you doing in Ukraine is criminal!

For those, who didn't get what the Riddle is about. It was made for Russian audience. The word is "Подъём" (means "Wake up!").

its a shame English speakers won't get it, but good puzzle. the riddle is three letters, 'y' on top and 'em' on the bottom, the pun is that 'em' are under 'y', under in russian is 'pod', so you get podyem, which means 'lift off!'
