Hello, I simply use Microsoft Paint and send the PNG files through www.nonograms.org/addcrossword. A check for solvability is done automatically on this site, it is very easy.
However, your nonograms might get rejected for no apparent reason sometimes. My best advice is to make the image as clear as possible and make sure the nonogram is not solvable instantly (most of the rows/columns shouldn't be fully determined from the very start, e.g., being full-black, that would make it a poor puzzle).

I always have problems with mine getting rejected! It is quite disheartening since you don't get feedback :/
