Pretty nice. Although I had difficulty seeing the person, as he looks like door and ventilation. But it's a very nice image and interesting puzzle

Yes, he is waiting until the rain stops. Perhaps "waiting out" something is not a phrase used everywhere, but I hope this clarifies :)
