My russian is quite rusty, but the best guess I have is that that's a guy in winter clothing holding a piece of rain gutter in his hand.

Not sure about the thing next to them, but that is almost definitely a female with a dress and headscarf (in similar style to a Tichel)
I was very curious, so I Googled the title of the puzzle. This is from a Russian poem, "The Tale of the Fisherman and the Fish." This is the old woman of the story sitting by her broken trough (place for water or food). Although I do prefer the giant hot dog! Maybe that was one of her wishes the poem omitted. XD
