the last part seems to be "FAN" "T"... but the first part I cannot figure out...

The rebus is a tough one, and no mistake.

We have a note (G or B, depending on clef), a 'does not equal' sign, some numbers, a kettle, what looks to me like a slice of pizza (but could be a fan), and the letter 'T'.

I'm usually good at these things, but I'm stumped!

14613 is not special (ZIP: Rochester, NY). It goes with the tea kettle (not to be confused with a tea pot). The two might mean "high tea". The thing on the right is likely a shell. No "-shelt" words, but perhaps "Sheltie". "Not equal" sign likely signifies "not". "Not tea" could be "naughty" or "coffee". I expect a clef would default to treble, leaving the note as "Note" or "G". (If the fact that it's an eighth note were important, the top would not be missing.) If the last sigil is a fan, words that end in "fant" or "phant" include infant, bouffant, elephant, sycophant, heirophant, and triumphant. But I see nothing earlier in the puzzle to suggest the beginnings of these words. One last, horrible thought: Is it possible that this is meant simply to be a picture of a rebus, and not a real (solvable) rebus?

I'm curious and stumped so far: I saw note, "not equals" teapot over a large number and pizza slice (?) + T. sometimes words can appear out of numbers (like using 1 for i or o for 0), but I don't see it here. 14613 is also a train out of Chandigarh, India...

PS There's something like an apostrophe over the not equals sign - not sure if that's significant or supposed to be a flat or pause sign.

I went to nonograms.ru. I don't know why they put these on the English-language site! Here is the problem with trying to find the answer in English. It's a Russian rebus:

sol'(bez "'") + chaynik s otritsaniyem ("ne" "chnyy", kstati vnachale vmesto bukvy"y" pytalas' vstavit' bukvy pod nomerom 6 i 1, poka ne dogadalas') + veyer s bukvoy "t" (veter). V itoge - SOLNECHNYY VETER

salt (without "ь") + a kettle with a negative ("not" "black", by the way, at first, instead of the letter "s," I tried to insert the letters at the number 6 and 1, until I guessed it) + fan with the letter "t" (wind). As a result - SUNNY WIND

difficult because it wasn't just a single item or even a "scene" that you can start seeing early. It does show where this art form can progress in its challenges. I salute you. Keep up the wonderful work.
note: yes, it might be helpful to know Russian to solve the ultimate puzzle it did not hinder the solving of the crossword itself.

Good fun - the author did stipulate in the title that it is a Russian Rebus. Have not solved a rebus in years - must hunt some down - used to solve them in Italian - I've never solved one in English... and my Russian is non existent. Privet.
