Who assigns the stars for the picture? This one for example was great in the thumbnail for only 2 stars, and others that I have seen were boring or outright poor and got 4 or 5 stars. wtf?

We all assign the stars. When you posted, the puzzle was brand new. All puzzles start out with a rating of 2.5 stars (basically average). As people complete the puzzles and rate them, their scores go up or down. As I'm writing this reply, the puzzle has a well deserved score of 4.5 stars.
