It is a lighter, I can see that indeed.
It can be useful for in a time of need.

The top looks like a bird with a flame on the head!

Aesthetically I can see why it's that tall, but from a puzzle perspective it could probably have been a lot shorter since the body of the lighter was fairly repetitive.
